Course Description
The purpose of this course is to provide a basic understanding of the Spill, Prevention, Control and Countermeasure (SPCC) Guidance for Regional Inspectors document. The major objective of the course is to familiarize the regulated community with the applicability of the SPCC rule, and to establish a consistent understanding of how EPA intends various aspects of the SPCC rule to be implemented. Course content includes: environmental equivalence; secondary containment requirements and methods; impracticability determinations; applicability of the rule to various types of oil/water separators; facility diagram preparation; and inspections, evaluations, and testing. The course will offer examples and explanations that are helpful in understanding what an SPCC inspector may look for during a facility inspection regarding these topics.
